<p style="TEXT-ALIGN: justify">DNA is used to determine <a href="http://www.dna-worldwide.com/paternity-testing/">Paternity Tests</a> and &rsquo;cold cases&rsquo;, but DNA mapping or testing is also a powerful weapon that is used in rape cases and where the culprit can be identified for a court to deliver its verdict of justice in favor of the victim. </p>
<p style="TEXT-ALIGN: justify">The methods used by the laboratories for these tests are either the RFLP or STR techniques. There are however certain cases where multiple individuals would have been involved in the gruesome act of <span id="more-2593"></span>raping one victim.</p>
<p style="TEXT-ALIGN: justify">In such complex cases, in order to pinpoint each individual, the process of DNA testing that is applied is called Y-marker analysis. The process involves examining several genetic markers found on the Y chromosome. This chromosome is passed on by a father to the son. Therefore DNA done on the Y chromosome would distinguish every male and do so different from others. </p>
<p style="TEXT-ALIGN: justify">Not only in such gruesome acts and its identification is this procedure of DNA analysis used, it is also used in cases where the family of an individual needs to be traced or found out. </p>
<p style="TEXT-ALIGN: justify">There are also situations where the biological evidence present is not compatible for conducting the RFLP and STR tests dues to their aging, like in case of old remains or evidence that lacks in nucleated cells. For such cases the process called Mitochondrial DNA (mtDNA) analysis is conducted. Cases of old or better termed &ldquo;cold murders&rdquo; or suspicious death cases are best investigated using this process. The DNA from the mitochondria of the cell is used in this process from which the name of the procedure has been derived.</p>
<p>There is also a recent development in DNA testing called Single Nucleotide Polymorphism analysis. This technique is also applied in instances where the evidence has turned old to quite a relative extent. This method had been used to identify several victims of the September 11 attack on the World Trade Center. </p>

During a House of Commons debate the coalition suggested that the guarantee may be dropped if medical staff believe it does not improve the quality of care. During the Labour government the NHS provided a special two week &lsquo;guarantee&rsquo; for cancer patients who were referred to specialists by <span id="more-2471"></span>their GPs. The Conservatives used to criticise what they saw as &lsquo;unnecessary&rsquo; NHS targets, however many Labour politicians believed that this guarantee helped to limit the anxiety patients experience when they find out they may have cancer. The Conservative-Liberal Democrat coalition have hoped to drop many of Labour&rsquo;s NHS targets and allow doctors move freedom to make their own decisions regarding treatment. It is widely thought that this will encourage more Brits into <a href="http://www.adviceoncare.co.uk/paying-for-care.htm">paying for care</a> outside the NHS. </p>
<p style="MARGIN: 0cm 0cm 10pt">During the weekly Prime Minsiter&rsquo;s Questions debate on Wednesday, Harriet Harman strongly challenged Mr Cameron to confirm whether he would keep the two-week target or scrap it. Mr Cameron said that the target could eventually be dropped, which would allow doctors to prioritise certain patients over others, depending on their personal circumstances. He described how Labour&rsquo;s targets could not be justified by their outcomes and that clinical outcomes would require clinical targets.</p>
<p style="MARGIN: 0cm 0cm 10pt">However, health ministers insisted that the targets would remain in force. Earl Howe, a health minister in the House of Lords, said that the 14 day target had serious clinical reasoning and that there were no reasons to scrap it. Despite this, the official spokesman for the Prime Minister said that decisions on such targets would be made by a special Commissioning Board, overseeing the NHS on behalf of the government. Instead, clinical experts, rather than politicians, would be the individuals making decisions regarding waiting times and referral targets. Cameron&rsquo;s spokesman said that he believed the new approach would lead to an overall improvement in the quality of care.</p>

<p>In addition, the Saga Card, which is only available to those over the age of 50, only incurs a 2 percent fee for cash withdrawal and a 1 percent for outside Europe fee, again with no further costs involved. </p>
<p>However, the very best deal on the market right now for travelling abroad may well be the Nationwide Debit Card. The only fee involved is the 1 percent outside Europe charge. There is no transaction cost or withdrawal fee involved when you use this card abroad.</p>

<p style="MARGIN: 0cm 0cm 10pt">A Tory MP by the name of Mark Reckless was so drunk on the night of Tuesday 6th July that he was unable to cast a vote on an important budget debate, which he would have casted at 2:07 in the morning. Mr Reckless was elected as the Conservative MP for Rochester and Strood after the general election on May 6<sup>th</sup> and is also a lawyer and a former banker. While most workers in Britain are not generally not <span id="more-2399"></span>permitted to drink alcohol while they are at work, Reckless claimed that he usually only had &lsquo;one or two&rsquo; drinks and was &lsquo;very embarrassed&rsquo; by his behaviour, which apparently included slamming a door with his toe and becoming so drunk that he was falling onto the floor. During the course of the night, Reckless intoxicated himself at the Parliament bar and some fellow witnesses reported that he had fallen asleep on the parliament terrace overlooking the Thames, although he denied such claims. Other MPS were also said to be drinking in similar quantities while &lsquo;hanging out&rsquo; on the luxury terrace as they were waiting to cast their votes. </p>
<p style="MARGIN: 0cm 0cm 10pt">The vote was in regards to &lsquo;savage&rsquo; cuts and VAT increases which were introduced by the Chancellor and Tory <a href="http://findfinancialadvisors.co.uk/">financial adviser</a>, George Osborne in June. It is quite unusual for parliamentary debates to continue into the early hours and some politicians have recently campaigned to make parliament more &lsquo;family-friendly&rsquo; by reducing late night voting sessions and allowing MPs to spend more time with their loved ones. The debate was one of the readings associated with the new budget, which has involves the toughest, most radical cuts in public spending seen in Britain for a many decades.</p>
<p style="MARGIN: 0cm 0cm 10pt">Mark Reckless insisted that he had &lsquo;learnt his lesson&rsquo; and that he will never consume alcohol at parliament again. Of course, many members of the British public have been shocked to find that their elected politicians are allowed to drink alcohol at parliament at all &ndash; at least while they are supposedly still on duty! The incident may be a blow to Cameron&rsquo;s Conservative-Liberal Democrat coalition government, which is already facing increasing scrutiny as a result of the new public spending cuts that have been introduced.</p>

<p style="MARGIN: 0in 0in 10pt">It has been the topic of discussion since it first came about. But just how does this act affect paternity testing? It&rsquo;s very well known that it prevents people <span id="more-2219"></span>from giving samples of hair, and other forms of DNA identification. </p>
<p style="MARGIN: 0in 0in 10pt">Now you could imagine how difficult that would make paternity testing, given that the very things that are used to test are basically cancelled out by the procedures involved in The Human Tissue Act. Now, how exactly can this be fixed? Well, I don&rsquo;t think we know quite yet. But that&rsquo;s not even the half of it. The Human Tissue act clearly prohibits taking DNA samples from an individual without consent. Now, let&rsquo;s go into a scenario here. The father of a newborn child thinks that he in fact, may not be the father. Can that child give consent for a DNA sample to be taken? No way. That&rsquo;s the problem. </p>
<p style="MARGIN: 0in 0in 10pt">Also DNA cannot be taken unless the persons knows about it. they will need to be told clearly why their DNA is need. </p>
<p style="MARGIN: 0in 0in 10pt">Is The Human Tissue act beneficial? Of course! Does it have its flaws? Most definitely. It surely has room for improvement, and needs some kinks worked out. When will it happen?</p>
<p style="MARGIN: 0in 0in 10pt">I&rsquo;m guessing as soon as enough parents or individuals band together to protest its errors, and provide substantial evidence of its flaws.</p>

<p>I just can&rsquo;t believe it, as if the cost of health insurance wasn&rsquo;t ridiculous enough. But my premium went up so much that my wife had to find a second job for us. A huge chunk of change comes out of my paycheck each pay period now to pay for health insurance. We already have enough things to worry about with kids like school fees, <a href="http://www.babyclothingcentral.co.uk/">clothes for baby</a>, grocery bills, and now have a monthly pharmacy bill which includes <span id="more-2194"></span>medication for my son and my wife. This wasn&rsquo;t cheap as it was, but the co-pay was affordable. Now, instead of paying the usual $20 and $35 a month co-pay for the prescriptions, we are to pay the new year deductible first of $200 and then the co-pay. </p>
<p>And if that wasn&rsquo;t enough, doctor co-pays have gone up. With three children, there are a lot of doctor visits. This really adds up! Sometimes we are forced to call and cancel a doctor&rsquo;s visit here and there because we just don&rsquo;t have the money to pay the co-pay that day. When will this ever end? How are people suppose to get the health care they need with the costs of insurance. In the United States, there are some states that require health insurance. Now what do they expect people to do that cannot afford the premiums? There really isn&rsquo;t anything they can do except for apply for the welfare insurance. </p>
<p>Things really need to change in this economy as it is effecting everyone worldwide.</p>

			<content:encoded><![CDATA[<p>The big day is over and as the dust settles over what was a rather unpredictable general election, the British public finds itself under the leadership of&#8230;no-one in particular. The day&rsquo;s voting yielded a &#8220;hung parliament&#8221;, something that hasn&rsquo;t happened in the UK general election since the mid 70s.</p>
<p>The Conservative party under the leadership of David Cameron managed to secure the majority of the seats. Labour came in second in that respect and the Liberal Democrats came in third. <span id="more-2166"></span>This was a disappointing election for Labour, losing the majority for the first time since 1997 and for the Liberal Democrats who had carried some great momentum into the election day but fell at the last hurdle, where it matters.</p>
<p>Despite gaining the most seats, the Conservatives fell short of the 326 seats that are needed to form a government and must now look at other parties, as will Labour, to join with to gain the extra seats needed and form a coalition of sorts.</p>
<p>The hung parliament might actually be the best thing for the British public. There has been far too much bickering over the last few years between the parties and now, because they have to work together, maybe the British people will see some improvements. Alternatively, the hung parliament may lead to even more bickering and even less getting done. It will be interesting to see what happens over the next few days.</p>
<p>Obviously, the Labour and Conservative governments will not join together, that would be pointless for both parties and so the Liberal Democrats will actually find themselves in a very beneficial position right now. They hold the third highest number of seats and could quite easily &#8220;sell&#8221;their seats and play &#8220;kingmaker&#8221;to the highest bidder and make sure they get a definite say in what goes on in Britain. The Conservatives have already laid out an offer for Nick Clegg and the Lib Dems, and so we eagerly await, as do the Labour party, to see if it is accepted and if we have a government or not, although I do suggest that everyone set their <a href="http://www.lansonrunning.com/gadgets/speed-and-distance-watches/garmin/forerunner-305.aspx">running watches</a>, because like everything else in this country, I don&rsquo;t think that anything is going to be happening quickly&#8230;</p>
